For many businesses, launching an online store is the biggest step toward digital transformation: a new system, payment processing, shipping, and integration with inventory and accounting. As a result, people often ask whether there are grants available for this. The good news: An online store has a better chance of qualifying than a simple website. The bad news: Off-the-shelf, modular online stores are explicitly excluded from most programs.
For this guide, we reviewed the guidelines, fact sheets, and lists of eligible and ineligible activities for federal and state programs on October 13, 2026. Here, you’ll find out where an online store is currently eligible for funding, under what conditions, and what you can do if it doesn’t work out.
In a nutshell (as of October 13, 2026)
An online store is eligible for funding if it is more than just a standard template. Web stores in Saxony-Anhalt and Schleswig-Holstein are explicitly eligible for funding; in Schleswig-Holstein, they are classified as “professional web stores” for small businesses. In Saarland and Saxony, eligibility requires either a sales function or integration with an inventory management system. Nationwide, the KfW Digitalization Grant Loan funds digital sales channels as a loan with a 3–5% grant. North Rhine-Westphalia and Bavaria exclude standard online stores; North Rhine-Westphalia even excludes those with payment functionality. Do not commission the online store until after you receive the grant approval notice.
An Overview of the Programs
The overview shows what the leading software programs have to say about the online store.

When a store is explicitly eligible for funding
Schleswig-Holstein supports professional online stores. The WTSH’s DKU program lists the “introduction of new, digital sales channels, including the development of e-commerce optimized for various devices” and the “introduction of professional online stores” on its approved list. Funding covers 40% of investments starting at €10,000, but is limited to small businesses with fewer than 50 employees; independent professionals are excluded. Please note: According to the guidelines, anyone assisting with the application may not simultaneously be the service provider receiving the funding.
Saxony-Anhalt supports online sales channels. The Digital Innovation program lists “online sales channels, such as web shops, e-support, and electronic marketplaces.” The grant covers up to 50% of eligible costs, with a maximum of €70,000. The next application window opens on November 16, 2026, at 1:00 p.m. for 90 applications.
Where it's only possible with certain conditions
In Saarland, sales revenue is what counts. The DigitalInvest KMU program supports “websites and online stores that serve as an interface within a B2B or B2C framework and enable direct sales revenue,” but excludes “simple, standard websites or online stores.”
In Saxony, the store needs to be integrated into a system. The Digi-Z grant only supports stores that offer added value in terms of processes, such as integration with an inventory management system. In addition, there is currently a regional moratorium on applications there.
The KfW loan finances digital sales channels. The fact sheet on the ERP Digitalization Grant Loan lists “digital sales channels” and “offering products on digital platforms” as eligible for funding if digital systems are interconnected. It is a loan arranged through the borrower’s primary bank with a 3 to 5% principal repayment subsidy. Hamburg offers a similar model, the Hamburg-Kredit Digital, starting at €25,000.
When a store is excluded
NRW excludes online stores and payment functions. In the “Mittelstand Innovativ & Digital” program, the list of ineligible measures includes “websites, online stores, social media tools, and marketing tools,” as well as “the development or integration of functions for processing sales, such as payment functions.”
Bavaria does not provide funding for standard online stores. According to the implementation guidelines for the Digital Bonus, excluded standard online stores include, “in particular, standard store templates without additional customization services.” The district government decides on a case-by-case basis whether a customized store is eligible for funding.
What Makes a Store Eligible
Integration with your existing processes is the key selling point. Almost all programs distinguish between “standard” and true digitization. A store that automatically transfers orders to the inventory management system, warehouse, and accounting department; displays delivery times based on inventory; or offers B2B customers customized prices is a digitization project. A template with just a few products is not. Describe this integration in detail in your application. For information on what a store should be capable of technically and when Shopify is sufficient, see “Creating an Online Store.”
Get quotes, but don’t sign them until you’ve received the decision. For almost every application, you’ll need a quote or a cost estimate. That’s not a problem. It’s the contract itself that can cause issues: At BAFA, simply signing the consulting contract counts as the start date; in Bavaria, even a verbal agreement counts; and in North Rhine-Westphalia, no agreements may be legally binding before approval is granted. We’d be happy to provide you with a quote that you can include with your application, and we won’t start until you have the green light.
Take minimum amounts and the required equity contribution into account. Schleswig-Holstein requires at least €10,000 in eligible investments, North Rhine-Westphalia €8,000, and Bavaria €4,000. In almost all cases, the required equity contribution is at least 50 to 60 percent, and the de minimis threshold of €300,000 over three years applies to all grants combined.
Get free advice upfront. Tradespeople can contact their chamber of commerce; everyone else can check out the state-run advisory programs or the BAFA advisory grant, which is available through the end of 2026. Good advice will also help you determine whether a marketplace or your own online store is a better fit for you.
What if the funding doesn't work out?
In that case, you can pay us in installments. Grant programs have quotas, lotteries, and deadlines, and often your project simply doesn’t meet the guidelines. To ensure that a worthwhile project doesn’t fall through because of this, we offer installment payments for all our services. For example, you can pay for the website (999 euros ) in four installments with no extra charge; for larger projects, we’ll work with you to determine the installment schedule during our initial consultation. Just ask about it, even if you’re still waiting for a funding decision at the same time.
What Has Changed and What That Means for You
Today, retail stores are only supported as part of genuine digital transformation. With “go-digital,” the DIGI Grant in Hesse, the Digitalization Bonus Plus in Baden-Württemberg, and the Digital Bonus in Lower Saxony, several programs that previously supported retail stores have been discontinued. The remaining programs focus on connectivity rather than storefronts. For you, this means: Plan your online store from the start to integrate it with your existing processes; this will increase your chances of receiving funding, and the store will save you more work even without funding.
