SEO takes time and money, and results come slowly. This naturally raises the question of whether the government helps cover the costs. The short answer for 2026: There are virtually no grants available in any federal state for ongoing search engine optimization, and several programs even explicitly exclude SEO. However, there is one notable exception, as well as subsidized or free consulting services and a few workarounds.

For this guide, we reviewed the guidelines, fact sheets, and FAQs for federal and state programs on October 13, 2026, and are quoting exactly what they say. That’s because there are still many promises circulating online from the go-digital era.

In a nutshell (as of October 13, 2026)

By 2026, SEO as an ongoing service will receive subsidies almost nowhere. Bavaria, Schleswig-Holstein, Bremen, Saxony, and the Saarland explicitly exclude search engine optimization or “standard online marketing,” while North Rhine-Westphalia now only subsidizes AI products. The federal “go-digital” program, which did in fact subsidize SEO, ended in late 2024. The only real exception is Saxony-Anhalt, where “search engine marketing” is explicitly eligible for funding. Everywhere else, subsidized or free consulting—such as that offered by the Chamber of Crafts—and SEO as part of a larger digitalization project remain the only options.

An Overview of the Programs

This overview shows what the leading SEO tools have to say.

SEO Funding for 2026 by Program: Ineligible in most states; eligible in Saxony-Anhalt

Funding for Search Engine Optimization by Program, as of October 13, 2026. The quotations are taken from guidelines, implementation instructions, and lists of eligible and ineligible activities.

go-digital: the only program that has truly promoted SEO

Under the go-digital program, SEO was eligible for funding, but the program has ended. The federal program’s FAQ stated: “All activities related to search engine optimization (SEO) remain eligible for funding.” As of December 31, 2024, no further applications can be submitted, and there is no successor program in sight at the federal level. Agencies that still advertise “go-digital funding for SEO” today are simply out of date.

Where SEO Is Literally Out of the Question

Bavaria classifies SEO as a non-eligible standard. The implementation guidelines for the Digital Bonus state: “Standard online marketing measures include, in particular, search engine optimization, display advertising, content marketing, email marketing, newsletters, and CRM systems for marketing.” These measures are excluded.

Schleswig-Holstein and Bremen specifically mention SEO and SEA. The DKU program’s negative list excludes “costs for common online marketing measures (such as search engine optimization and advertising (SEO/SEA), display advertising, content marketing, and email marketing).” The wording is almost identical in Bremen’s guidelines for the Digital SME AI program.

Since 2026, North Rhine-Westphalia has provided funding exclusively for AI and AR/VR products. Under the “Innovative & Digital SMEs” program, “marketing tools” and measures related to corporate presentation are expressly ineligible for funding. As a result, there is no state subsidy for SEO in North Rhine-Westphalia.

The exception: Saxony-Anhalt

Saxony-Anhalt explicitly supports search engine marketing. The “Digital Innovation” program of the Saxony-Anhalt Investment Bank specifically lists “search engine marketing and social media marketing” under the heading “Public Image, Marketing, and Communication Design.” The grant covers up to 50 percent of eligible costs, with a maximum of €70,000, for small and medium-sized enterprises based in the state. Funding is available for investment projects with a duration of no more than twelve months; ongoing, long-term support is therefore less suitable than a clearly defined project, such as the development of service pages and local landing pages. The next application window opens on November 16, 2026, at 1:00 p.m. and closes after 90 applications have been submitted.

SEO Consulting: Often Free or Subsidized

Small businesses in the skilled trades can receive free SEO consulting from the Chamber. The Cologne Chamber of Skilled Trades explicitly lists “search engine advertising and online ads (SEA)” among its consulting services. While this consulting does not replace actual implementation, it is a good first step toward understanding where you stand.

The BAFA consulting grant covers strategy, not implementation. Funding is available for consulting services “on all economic, financial, personnel, and organizational aspects of business management”; in North Rhine-Westphalia, the grant covers 50% of costs, up to a maximum of €3,500. SEO is not explicitly mentioned, but strategic consulting for customer acquisition falls under this category. Applications can only be submitted until December 31, 2026, and the consultant must be registered with the BAFA and be impartial.

Hesse provides funding for consulting services aimed at professionalizing search engine marketing. The RKW Hessen’s DIGI consulting program explicitly addresses this topic. Other states, such as Rhineland-Palatinate and Hamburg, have general consulting programs but sometimes exclude “advertising.”

SEO as Part of a Larger Project

There may be some flexibility when you bundle a new website or online store into a project. If you’re planning a website with new features or an online store that’s part of a grant program anyway, the technical SEO basics required for proper implementation are included. However, ongoing SEO support over several months is not covered by the grant. Check with the funding agency before including SEO services in your application.

Get quotes, but don’t sign them until you’ve received the decision. For almost every application, you’ll need a quote or a cost estimate. That’s not a problem. It’s the contract itself that can cause issues: At BAFA, simply signing the consulting contract counts as the start date; in Bavaria, even a verbal agreement counts; and in North Rhine-Westphalia, no agreements may be legally binding before approval is granted. We’d be happy to provide you with a quote that you can include with your application, and we won’t start until you have the green light.

Ongoing SEO costs are business expenses. Recurring marketing and consulting costs reduce your profit as business expenses. Your tax advisor can explain exactly how this applies to your situation.

What if the funding doesn't work out?

In that case, you can pay us in installments. Grant programs have quotas, lotteries, and deadlines, and often your project simply doesn’t meet the guidelines. To ensure that a worthwhile project doesn’t fall through because of this, we offer installment payments for all our services. For example, you can pay for the website (999 euros ) in four installments with no extra charge; for larger projects, we’ll work with you to determine the installment schedule during our initial consultation. Just ask about it, even if you’re still waiting for a funding decision at the same time.

What Has Changed and What That Means for You

With the end of go-digital, the most important SEO funding program has been discontinued. The state programs that have been launched since then focus on processes, IT security, and AI, and explicitly exclude marketing. For you, this means: Plan for SEO as an ongoing investment from your own budget, take advantage of free consulting to get started, and check out Saxony-Anhalt if your business is located there.
